Yes the backgrounds are sometimes not animated, but I think they wanted to keep a Manga style through out the series. This Anime is for Otaku interested in day to day modern Japanese lifestyle. What ever it may be missing in plot and style in compensated by the various Character Album Music collections that come with the collecter box sets. The music is a must have for any real fan, and is a great strength to the show. I do enjoy it as a whole and recommend it to any serious enthusiast, but thus is also where the recommendation would stop, as the Anime is not for the average casual viewer.
